Government releases Ghc67,942,652.00 to Colleges of Education to cater for their feeding ~ Kwesi Kwarteng discloses

The Government of Ghana through the office of the Ministry of Education has released a sum of Ghc67,942,652.00 to the various Colleges of Education to cater for hehe feeding.

This comes after the Principals of the various Colleges of Education announced that students would be fed twice instead of the three square meals a day due to the delay in the payment of six-month feeding arrears by the government.

The Principals had also indicated that the trainees were going to start feeding themselves from May 8, 2022, if the government did not release funds for feeding.

Sintim Media confirms this official communique issued by the Mr. Kwesi Kwarteng, the Public Relations Officer for the Ministry of Education shared on his official Facebook page.

This is what he wrote;

Government through the Ministry of Education has this afternoon released an amount of Ghc67,942,652.00 to the Colleges of Education to cater for their feeding balance due.

Addressing the matter, the Minister for Education, Dr. Yaw Adutwum, disclosed that the government through the Finance Ministry has acted swiftly by releasing GHC67,942,662 to principals of the various Public Colleges of Education to salvage the situation.

“I know you may have heard the media reports, many calling on us to hear the plight of PRINCOF, the government has intervened by releasing GHC67,942,662 to all Colleges of EDUCATION.”

It is however not clear whether the amount released by the government is sufficient to clear all the debt to pave the way for suppliers to supply food to the schools.

In a statement, PRINCOF said, “suppliers have backed their threats of not supplying any food items to Colleges with concrete action by not supplying Colleges with any food items until they have been paid monies owed them.”

They however outlined some measures to ensure the smooth run of the academic year.

  1. Trainee teachers will be provided with two meals, breakfast and supper only, for one week, from April 23 to April 30, 2022.
  2. Trainee teachers from May 1 to May 8, 2022, shall be given lunch only.
  3. After May 8, trainee teachers would be asked to provide their own meals until their feeding allowances are paid.
  4. Food vendors are being encouraged to increase the quantity of daily meals they cook for sale to students.

The students were very unhappy with this directive and a new arrangement, asking that, if the principals are issuing this directive because they do have not received monies from the government, then, where do they expect us to get money from to feed ourselves? But before they could plan a possible retaliation, the government intervened.

From radio broadcasting, tourism advocacy and postgraduate research, Emmanuel Kweku Buckman’s journey to an MSc in Communication & International Marketing is a story of persistence, professional growth and grace.

Emmanuel Kweku Buckman, popularly known as Mani Kay, has completed a significant chapter in his academic and professional journey with a Master of Science in Communication & International Marketing from the University of Gold Coast.

The achievement adds another layer to a career spanning more than a decade in media, marketing, events and tourism. Buckman began his academic journey in tourism, earning an HND in Tourism at the then Cape Coast Polytechnic before pursuing a BTech in Marketing at Koforidua Technical University, which he completed in 2020.

Professionally, he built his name in radio, working with stations including Eagle FM, Cape FM, Orange FM and ATL FM 100.5 At ATL FM, he served as a Mid-Morning Host, while also gaining experience in broadcasting, marketing and communications. His media career earned him the 2017 RTP Radio Personality of the Yearaward, followed by recognition as Best Alumnus in Media in 2018.

Outside employment, he has pursued entrepreneurship through ventures including Voice House, where he works as a voice-over artiste and communication professional. He has also been involved in MyCakeBox as the marketing lead, Heritage Promotions as the Manager and several events, promotional and creative projects.

His professional journey has increasingly been connected with tourism and destination promotion. He has worked on projects and initiatives including Inspire Cape Coast, September in Cape Coast, Fantefest Ghana, Afro Torch and the Afahye Regatta. In December 2025, he was appointed Tourism Ambassador for the Cape Coast Metropolitan Assembly, further bringing together his experience in media, marketing, events and tourism.

The decision to return to school

After years of professional experience, Buckman returned to the classroom to pursue his master’s degree. Studying on a weekend basis while maintaining his professional and business commitments required a demanding balance between work, academic responsibilities, travel and research.

The regular movement between Cape Coast and Accra became part of the journey, alongside lectures, assignments, examinations, data collection and thesis work.His master’s research focused on tourism and was particularly connected to his professional interest in destination experiences.

His thesis, titled “Experience Quality, Tourist Satisfaction, Revisit Intention at Oguaa Fetu Afahye: The Role of Variety Seeking Tendencies,” examined how visitors’ experiences influence their satisfaction and intention to revisit the Oguaa Fetu Afahye.

More than a degree for Buckman, the MSc represents more than another academic qualification. It brings together the different areas in which he has built his career in communication, marketing, media, tourism, public relations, events, entrepreneurship and research.Yet one element has remained consistent throughout: communication. The microphone gave him a voice.

Marketing gave him strategy. Tourism gave him a destination to promote. Business gave him experience. And the master’s degree has added another dimension, the academic depth.
As he marks this milestone, Buckman’s story is ultimately one of continued growth.

The sleepless nights, long journeys, financial sacrifices, professional demands and academic pressure were all part of the process.

And through it all, one word remains central to how he describes the journey: GRACE. From the airwaves to the master’s, Emmanuel Kweku Buckman has completed another chapter. The degree is earned. The journey continues.
