CSA, ACDT Launch National Community Media Cyber Capacity Building Project to Strengthen Cybersecurity Reporting in Ghana

The Cyber Security Authority (CSA), in partnership with the Africa Center for Digital Transformation (ACDT) and with support from the Government of the Czech Republic under its Transformation Cooperation Programme, has launched the National Community Media Cyber Capacity Building Project, a landmark initiative aimed at strengthening cybersecurity reporting and public awareness across Ghana.

The initiative launched on Monday, August 3, 2026 at the National Communications Authority seeks to equip community media practitioners with the knowledge, skills and tools required to accurately report on cybersecurity, cybercrime and emerging digital threats, while promoting responsible digital behaviour among citizens.

The project comes at a time when Ghana’s digital environment continues to evolve, creating new opportunities for communication, commerce, education and social interaction, while also exposing individuals, businesses and institutions to emerging cyber risks.

Building a cyber-informed media

The project recognises the important role of the media in shaping public understanding of cybersecurity and influencing how citizens respond to digital threats.

Community media, in particular, plays a critical role in reaching audiences at the local level. Journalists and media practitioners often serve as trusted sources of information for communities and are therefore strategically positioned to translate complex cybersecurity issues into practical and understandable information for the public.

Through targeted capacity-building activities, the initiative will strengthen the ability of community media practitioners to identify, understand and report on cybersecurity incidents and emerging digital threats accurately and responsibly.

The training is also expected to enhance journalists’ understanding of cybercrime, online safety, misinformation and other digital risks that increasingly affect individuals and communities.

Empowering journalists to fight misinformation

One of the key objectives of the project is to strengthen the media’s capacity to provide credible information in an increasingly complex digital environment.

Cybersecurity incidents can generate fear, confusion and misinformation, particularly when inaccurate or unverified information spreads rapidly through social media and other digital platforms.

By improving journalists’ knowledge of cybersecurity concepts and emerging threats, the project seeks to enable media practitioners to provide the public with accurate, timely and responsible information.

The initiative will therefore position journalists not only as reporters of cybersecurity incidents but also as important partners in promoting digital literacy, cyber awareness and responsible online behaviour.

Strengthening Ghana’s cyber resilience

The National Community Media Cyber Capacity Building Project forms part of broader efforts to strengthen Ghana’s cybersecurity ecosystem and build a more cyber-resilient society.

As citizens increasingly rely on digital platforms for communication, financial transactions, education, business and access to public services, awareness of cybersecurity risks has become increasingly important.

A well-informed public is better positioned to identify potential cyber threats, protect personal information, avoid online scams and adopt safer digital practices.

The project therefore seeks to bridge the gap between technical cybersecurity knowledge and everyday public understanding by empowering journalists to communicate cyber risks in accessible and practical ways.

Media as a strategic partner

The CSA and its partners recognise that building a cyber-resilient nation requires collaboration among government institutions, the private sector, civil society, technology professionals and the media.

Under the initiative, journalists are expected to become strategic partners in Ghana’s national cybersecurity agenda.

By equipping community media practitioners with relevant knowledge and skills, the project can contribute to sustained public education on issues such as cybercrime, online safety, data protection, digital fraud and emerging cyber threats.

The media’s ability to reach diverse communities also provides an important platform for ensuring that cybersecurity awareness extends beyond major urban centres to local communities across the country.

Partnership for a safer digital Ghana

The collaboration between the Cyber Security Authority and the Africa Center for Digital Transformation, supported by the Government of the Czech Republic through its Transformation Cooperation Programme, demonstrates the importance of partnerships in addressing the evolving challenges associated with Ghana’s digital transformation.

The initiative is expected to contribute to a stronger relationship between cybersecurity institutions and the media while creating a network of better-informed community media practitioners capable of reporting responsibly on cybersecurity issues.

Ultimately, the project seeks to ensure that the growth of Ghana’s digital economy is accompanied by greater awareness, preparedness and resilience against cyber threats.

With the launch of the National Community Media Cyber Capacity Building Project, the partners are sending a clear message that cybersecurity is not solely a technical or governmental responsibility. It is a shared national responsibility in which the media has a critical role to play.

Together, the CSA, ACDT, the Government of the Czech Republic and Ghana’s community media practitioners are working towards building a cyber-informed media for a cyber-resilient nation.

CSA Fines EY Ghana GH¢360,000 for Unlicensed Cybersecurity Services

The Cyber Security Authority (CSA) has imposed an administrative penalty of GH¢360,000 on Ernst & Young (EY) Ghana for providing regulated cybersecurity services without a valid Cybersecurity Service Provider (CSP) license.

According to a CSA statement dated August 18, 2026, EY Ghana continued to provide cybersecurity services, including services to owners of Critical Information Infrastructure (CII), despite directives from the Authority to comply with Ghana’s cybersecurity licensing requirements.

The CSA said it directed EY Ghana on March 20, 2026, to apply for a CSP licence within 15 days. However, the Authority determined that the company failed to comply with three separate regulatory directives.

The breaches were deemed violations of Sections 49 and 92 of the Cybersecurity Act, 2020 (Act 1038). The CSA subsequently imposed 10,000 penalty units, equivalent to GH¢120,000, for each of the three instances of non-compliance, bringing the total penalty to GH¢360,000.

EY Ghana has been ordered to pay the penalty within 14 calendar days of the final enforcement directive. The CSA has also issued an immediate cease-and-desist order, requiring the company to stop providing regulated cybersecurity services, including Governance, Risk and Compliance (GRC) services, until it obtains the required licence.

The Authority further clarified that merely submitting a licence application does not permit an organisation to operate as a CSP. Providers must obtain the licence before offering regulated cybersecurity services.

CSA issues warning

The CSA used the enforcement action to warn organisations and professionals providing cybersecurity services without the required licence.

It stressed that no organisation is exempt from Ghana’s cybersecurity laws because of its size, reputation, expertise or clientele. This is particularly important for service providers working with Critical Information Infrastructure, whose protection is considered essential to Ghana’s national security, economy and delivery of vital services.

The Authority has directed all unlicensed cybersecurity service providers to immediately cease regulated activities and regularise their operations. It also warned that further violations could attract administrative sanctions, court proceedings and, where legally permitted, publication of the names of unlicensed providers.

The CSA has urged organisations, particularly owners of Critical Information Infrastructure, to engage only licensed cybersecurity service providers.

The enforcement action reinforces the CSA’s position that cybersecurity licensing is a legal requirement, rather than merely an administrative formality.
